8/27/1954 Houston, Texas- Eleven-year-old Joe Roach was found chained to the bed in his home by a Houston deputy sheriff. The boy said that he'd spent the night before sleeping in the doghouse in his backyard rather than going into the house to be mistreated. His parents, Mr. and Mrs. O.N. Roach were charged with contributing to the dependency of a minor before Judge J.W. Mills of the domestic relations court.
